Dr. Timothy E. Moore is the fourth president of ¹û¶³´«Ã½ River State ¹û¶³´«Ã½, a role he assumed on September 1, 2020. His vision for connecting transformative education to employment and regional growth has positioned ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ at the forefront of a new model of higher education, preparing students for the real-world challenges of today and tomorrow to produce graduates who are workforce ready on Day One.

¹û¶³´«Ã½ River State ¹û¶³´«Ã½ serves more than 23,000 students in Martin, St. Lucie, ¹û¶³´«Ã½ River, and Okeechobee Counties. The ¹û¶³´«Ã½ offers more than 100 programs leading to Bachelor’s Degrees, Associate Degrees, Technical Certificates, Applied Technology Diplomas, and Career Training programs.

Dr. Moore's tenure has been characterized by resilience and innovation in the face of unprecedented challenges. His unwavering commitment to student success has driven ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ to new heights, defying national enrollment trends and exceeding projections. He established the ¹û¶³´«Ã½ Promise Program in 2022, offering tuition-free Associate Degrees to area high school graduates regardless of family income. The Promise Program has generated record FTIC and First-Generation enrollment. In 2023, under Dr. Moore’s direction, ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ opened the $35 million Eastman Advanced Workforce Training Complex, Florida’s most technologically advanced workforce training facility, bolstering the regional workforce pipeline. That same year, Dr. Moore oversaw the $12.5 million doubling of the ¹û¶³´«Ã½â€™s School of Nursing, addressing critical healthcare workforce needs. His vision extended to early education with the establishment of the ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ Child Development Center, providing quality early education and hands-on learning experiences for the ¹û¶³´«Ã½â€™s School of Education. He led the ¹û¶³´«Ã½â€™s establishment of ¹û¶³´«Ã½town High School, $34 million workforce-focused charter school. Under his guidance, the ¹û¶³´«Ã½-operated Clark Advanced Learning Center has maintained its ‘A’ rating, ranking among Florida’s top public schools. These initiatives reflect Dr. Moore's holistic approach to education, from early learning through workforce development, positioning ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ as a cornerstone of regional growth and economic opportunity.

Dr. Moore's leadership has propelled ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ into the digital age. The ¹û¶³´«Ã½ is developing a data campus in Okeechobee County, positioning itself at the forefront of Florida's emerging information industry sector. This initiative, coupled with the college's designation as an Adobe Creative Campus (1 of 61 colleges and universities in the nation), underscores its commitment to advancing digital literacy and personal brand development in higher education globally, at no cost to students. Furthermore, students benefit from access to 12 Bloomberg Terminals, professional-grade investment platforms that provide real-time financial data and news, mirroring the resources used by major financial institutions, corporations, and government agencies worldwide at no cost to students.

Under Dr. Moore's leadership, ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ has significantly improved its financial standing. A major milestone was reached in the 2023-24 fiscal year when the college produced its first balanced budget in 20 years. This achievement, where expenses matched revenue without drawing from the fund balance, demonstrates the administration's commitment to fiscal responsibility and effective financial management.

In 2024, the ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ Foundation achieved a record $171M endowment, the 2nd largest endowment in the Florida State ¹û¶³´«Ã½ system, enabling the college to drive innovation and provide enhanced educational opportunities for its students. Dr. Moore’s leadership is marked by a transformative, unrestricted $45 million gift from philanthropist MacKenzie Scott, the largest endowment gift made in the ¹û¶³´«Ã½â€™s 60-year history.

Dr. Moore is a U.S. Army veteran who proudly served our country in this capacity for seven years. His love for our country and public service has inspired veteran-friendly programs at ¹û¶³´«Ã½ River State ¹û¶³´«Ã½. In 2024, the ¹û¶³´«Ã½ was awarded the Florida Collegiate Purple Star Campus designation by the Florida Department of Education, an affirmation of the ¹û¶³´«Ã½â€™s commitment to supporting military-connected students.

Dr. Moore is a proud supporter of ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ Athletics. The 2023 – 2024 academic year saw the River win three NJCAA national titles: Softball, Women’s Swimming and Diving, and Men’s Swimming and Diving.

Dr. Moore’s career includes work as a research scientist, entrepreneur, and academician. Previous to the ¹û¶³´«Ã½ River State ¹û¶³´«Ã½ presidency, he was Chief Science Officer at MagPlasma – a company focused on air sterilization during the recent pandemic and Co-founder and Chief Science Officer at Probaxstra, Inc., a probiotics business focused on heat stress prevention.

He previously served as Vice President for Research at Florida A&M University; Associate Vice President for Institutional Advancement and Research Program Development/Assistant Professor at the Edward Via ¹û¶³´«Ã½ of Osteopathic Medicine in Auburn, Alabama; Director of Federal Research Program Development at Auburn University ¹û¶³´«Ã½ of Veterinary Medicine; and Director of Federal Research Program Development at the National Agricultural Biosecurity Center at Kansas State University. A research development officer for more than two decades, he has secured more than $350 million in competitive research and development funding.

Dr. Moore's academic journey reflects his diverse expertise and commitment to lifelong learning. He holds a Bachelor of Science in Biology from Wofford ¹û¶³´«Ã½ in Spartanburg, South Carolina. Building on this foundation, he earned a Master of Life Science degree in Biology/Microbiology from North Carolina State University. Dr. Moore further expanded his scientific knowledge by completing a Ph.D. in Kinesiology at Auburn University. This multidisciplinary educational background has equipped Dr. Moore with a unique perspective, blending scientific rigor with a deep understanding of human performance and health sciences, which informs his innovative approach to higher education leadership.

Dr. Moore resides in Port Saint Lucie with Robin, his wife of 39 years. He is a father of three sons and grandfather of two.
